ATERIAL 19 PRODUCTION IMPACT 20 PLANNING 21 OBJECTIVE The objective of this AFE is to request approval for the UHF Radio Digitalization project on PPM1 PCE1 P65 and P08 This project aims to replace the analog UHF radio infrastructure available in each unit with a digitalized system The UHF radio system installed on Trident Energy does Brasil offshore units operates in the 450470 MHz UHF frequency band which is prohibited from using due to resolution number 558 from ANATEL National Telecommunications Agency issued on December 20 2010 which regulated a new destination for the 450470 MHz frequency The consequences for operating the service on the current frequencies vary from fines or system shutdown request issued by ANATEL Trident Energy do Brasil has a contract with Petrobras allowing the use of their ANATEL license up to two years after the PSA signature Still it does not guarantee the system functionality if a nearby system uses the same radio frequency range as the offshore unit This Executive Summary presents the technical and budgetary aspects of this project The project best cost estimated here after includes all 4 offshore units PPM1 PCE1 P08 and P65 Overall turns out that the obsolescence is more critical due to lack of spare parts available on the market and the noncompliance systems in place which affects all units TEdB already conducted a very detailed site survey on all units to run measurement systems on all lines that support the radio infrastructure identify segmentation and expansion needs spectrum analysis and communication tests on all areas inside the units Each facilitys requirements are slightly different but the plan is to standardize the main system across all units As referred by ANATEL through resolution 558 it is not allowed to use frequency band 450470 MHz for radio operations The UHF radios systems in place on the offshore units operate in this frequency range for operational and emergency communication The change in the operation frequency implies replacing the radio technology infrastructure from Analog to Digital The infrastructure is composed of Cabling infrastructure Internal and External antennas Active Repeaters UHF base fixed station radio UHF portable Intrinsically Safe radios Accessories Microphone headsets batteries chargers programming kit All equipment that will make part of the project will have the approval certificate issued by Classifying Society and technical conformity with Internationals and National standardization organisms IMO ABNT IEC INMETRO and ANATEL The equipment and accessories covered by the project will also follow standards IEC 60529 protection types defined in IEC 61892 and IEC 60079 for electrical devices installed in hazardous areas The UHF new frequency plan will be advised by the Trident IT team during the detailed project design 2 PROJECT ORGANIZATION The project organization will be managed by an integration team between onshore and offshore site SCOPE The project scope includes creating the necessary cabling infrastructure antennas replacement active repeaters replacement handheld and fixed UHF radios replacement shadow areas coverage allowing an overall higher level of communication inside the units and compliance with ANATEL The main motivations for this project are The UHF Radio system in place on PPM1 PCE1 P08 and P65 operates in a prohibited frequency due to ANATEL 5582010 resolution The equipment in place does not support running in the allowed frequency range Increase the radio network range covering shadow areas on P08 and P65 allowing communication in areas where we do not have communication coverage thus allowing higher safety security and efficiency for Trident operational teams Clear communication is critical to operating efficiently Digital twoway radios offer many advantages over analog communications including enhanced voice quality increased radio capacity better signal coverage and extended battery life 1 TECHNICAL FEASIBILITY STUDY The scope of the feasibility study and site survey conducted on each unit included the physical conditions of the infrastructure the measurements of the combinate systems a segmentation on cabling and antennas system and a spectrum analysis on all areas that requires communication on the offshore units Each feasibility study report points the needs of infrastructure expansion or replacement on each offshore unit 1 Current Infrastructure The core infrastructure current installed are distributed on a 19 44U rack with the following equipment Equipment details and problems and possible outcomes on the new project the system was scanned with the LTE Analyzer DenComm GC747A which is capable of certify each line and point the ones that needs to be certified The commissioning strategy is to implement the project without a shutdown in the current radio system thus allowing the unit workforce to safely communicate during the implementation of the new system A detailed test plan will be evaluated to reduce production impact and guarantee the new system functionality during the project BUDGET The total cost of the entire migration is estimated at 800K USD and considers a 10 contingency The budget for the projects is shown in the sections below for each unit The price budget quotation was made in REAL and the quotation conversion used was R510 1USD The the analog UHF radio infrastructure available in each unit with a digitalized system The UHF radio system installed on Trident Energy does Brasil offshore units operates in the 450470 MHz UHF frequency band which is prohibited from using due to resolution number 558 from ANATEL National Telecommunications Agency issued on December 20 2010 which regulated a new destination for the 450470 MHz frequency The consequences for operating the service on the current frequencies vary from fines or system shutdown request issued by ANATEL Trident Energy do Brasil has a contract with Petrobras allowing the use of their ANATEL license up to two years after the PSA signature Still it does not guarantee the system functionality if a nearby system uses the same radio frequency range as the offshore unit This Executive Summary presents the technical and budgetary aspects of this project The project best cost estimated here after includes all 4 offshore units PPM1 PCE1 P08 and P65 Overall turns out that the obsolescence is more critical due to lack of spare parts available on the market and the noncompliance systems in place which affects all units TEdB already conducted a very detailed site survey on all units to run measurement systems on all lines that support the radio infrastructure identify segmentation and expansion needs spectrum analysis and communication tests on all areas inside the units Each facilitys requirements are slightly different but the plan is to standardize the main system across all units As referred by ANATEL through resolution 558 it is not allowed to use frequency band 450470 MHz for radio operations The UHF radios systems in place on the offshore units operate in this frequency range for operational and emergency communication The change in the operation frequency implies replacing the radio technology infrastructure from Analog to Digital The infrastructure is composed of Cabling infrastructure Internal and External antennas Active Repeaters UHF base fixed station radio UHF portable Intrinsically Safe radios Accessories Microphone headsets batteries chargers programming kit All equipment that will make part of the project will have the approval certificate issued by Classifying Society and technical conformity with Internationals and National standardization organisms IMO ABNT IEC INMETRO and ANATEL The equipment and accessories covered by the project will also follow standards IEC 60529 protection types defined in IEC 61892 and IEC 60079 for electrical devices installed in hazardous areas The UHF new frequency plan will be advised by the Trident IT team during the detailed project design 2 PROJECT ORGANIZATION The project organization will be managed by an integration team between onshore and offshore site SCOPE The project scope includes creating the necessary cabling infrastructure antennas replacement active repeaters replacement handheld and fixed UHF radios replacement shadow areas coverage allowing an overall higher level of communication inside the units and compliance with ANATEL The main motivations for this project are The UHF Radio system in place on PPM1 PCE1 P08 and P65 operates in a prohibited frequency due to ANATEL 5582010 resolution The equipment in place does not support running in the allowed frequency range Increase the radio network range covering shadow areas on P08 and P65 allowing communication in areas where we do not have communication coverage thus allowing higher safety security and efficiency for Trident operational teams Clear communication is critical to operating efficiently Digital twoway radios offer many advantages over analog communications including enhanced voice quality increased radio capacity better signal coverage and extended battery life 1 TECHNICAL FEASIBILITY STUDY The scope of the feasibility study and site survey conducted on each unit included the physical conditions of the infrastructure the measurements of the combinate systems a segmentation on cabling and antennas system and a spectrum analysis on all areas that requires communication on the offshore units Each feasibility study report points the needs of infrastructure expansion or replacement on each offshore unit 1 Current Infrastructure The core infrastructure current installed are distributed on a 19 44U rack with the following equipment Equipment details and detailed test plan will be evaluated to reduce production impact and guarantee the new system functionality during the project BUDGET The total cost of the entire migration is estimated at 800K USD and considers a 10 contingency The budget for the projects is shown in the sections below for each unit The price budget quotation was made in REAL and the quotation conversion used was R510 1USD The
